Rental flooring has a different job description than a family home floor. It has to survive tenants you did not choose, be repairable in patches, clean up in minutes between guests, and never take a unit off the market for a week.
Turnaround is the real cost
A tiled re-do takes a week of curing; that is a week of lost rent or cancelled bookings. SPC goes over the existing floor in a day or two, so the unit is earning again almost immediately. On a KSh 90,000/month Westlands unit, one saved week is worth more than the difference between most flooring quotes.
Choose mid-tone, textured finishes

Repairability
